      Introduction is fine.
      In structural issues, you can also add the absence of a dedicated bureaucratic cadre for the local bodies, creation of parallel bodies with unelected heads to look after administration (example- SPV for smart city) etc. In financial issues, corruption can be added. Try to remember 3 things where we have major issues in local bodies- funds, functions and functionaries.
      Way forward is good. Nice that you have used 2nd ARC recommendations. However, some pertinent issues like bottom-up planning and more taxation powers to the local bodies so that they can raise their own resources can be added.
      Conclusion is fine.
      Keep practicing. 🙂
