      Decent attempt. Your knowledge is fine. But the question basically asks two things- challenges and way forward. So, more space should be dedicated to this only. You have written 1 page introduction almost.
      First paragraph and the flowchart is good.
      After that you can move on to the challenges and way forward. Challenges mentioned are good. Issues with procurement that is open-ended procurement even after fulfilment of buffer stock (at MSP) can also be mentioned.
      In way forward, give some examples of how technology can be used- issue of smart cards in place of ration cards, use of GPS technology, SMS based monitoring etc can be mentioned. Also, you could mention improving storage infra through private participation. Checking corruption via social audits can be mentioned too. Both the keywords- effectiveness and transparency should be kept in mind.
      Conclusion is good.

      Challenges mentioned are good.
      Way forward can be divided into two parts- how to improve effectiveness( procedural methods, technological intervention- the first 2-3 points that you have mentioned) and how to improve transparency( e-governance, check on corruption, social audits etc).
