      Introduction is too long for this answer. First paragraph is not really needed. Also, India’s rank in GII has improved from 81 to 46, so you can avoid mentioning that.
      Second para is fine, it can be made crisp. You can add more points in the next two sections.
      Challenges mentioned are good.
      Absence of fixed timelines, manpower shortages and most patents restricted to niche areas that have low commercial significance can be mentioned as other issues.
      In suggestions too, other than the points you have mentioned, you can add bringing in utility model of patents, i.e. granting patents for shorter duration and addressing manpower shortage along with more autonomy to office of controller general of patents.
      Conclusion is good.
