      Introduction is fine, however after that mention the importance of transparent and open governance- good governance, participatory democracy, checks and balances, economic/social welfare etc.. Then some of the tools can be mentioned.
      In next part, points are fine; in place of sensitive cases you can mention about privacy being a fundamental right, then the examples. Further Official Secrets Act can also be mentioned in first point.
      Withholding information to prevent spread of rumors and disinformation can also be mentioned (example of Covid).
      Conclusion is fine.

Then you can draw a flowchart mentioning some of the tools of transparent governance- e gov, RTI, social audits etc
      Next part is good. In 1st point you can mention Official Secrets Act, point no. 4 is wrongly framed (doesn’t ensure exploitation).. Further you can talk about privacy( fundamental right, examples- preventing identity of victims of crime etc). Withholding information to prevent spread of rumors and disinformation can also be mentioned (example of Covid).
      Drawbacks and conclusion are fine.

      First part of your answer is pretty good. Good intro, initiatives and benefits of transparency are well written.
      In next part, including all foreign policy decisions in the ambit of secrecy cannot be said to be good, you could mention decisions which affect national security etc. Official secrets act can also be mentioned. Further need of secrecy to prevent law and order issues like riots can be mentioned. Further you can talk about privacy( fundamental right, examples- preventing identity of victims of crime etc). Withholding information to prevent spread of rumors and disinformation can also be mentioned (example of Covid).
