Introduction is fine, you could give some examples, also, collection via tax is not a necessary thing, donations can also be used such as PM Cares, disaster relief funds etc

Ethical principles are also fine, however, you can include methods which can be used for better utilization of funds. For example, in transparency you can talk about e-governance, usage and application of RTI etc; in inculcating ethical values you can talk of Code of Ethics/Conduct etc

In next part, you have written some good points. Also, use of funds for political purpose, bottlenecks in flow of funds which leads to exclusion of beneficiaries, lesser allocation etc could be added.
Ethical principles are also fine, however, also mention how to apply these principles for better utilization of funds. For example, in first point about ethical values you can talk of Code of Ethics/Conduct etc. Also, need to increase transparency and accountability should be mentioned(e-governance, RTI etc).
Adherence to institutional mechanisms that can be used for efficient utilization such as expansion of DBT, adherence to FRBM Act, usage of public financial management system, citizen’s charters, social audit etc. can also be mentioned.
