Q.3 India exported the highest ever volume of rice in 2021-22. What are the concerns with this? Suggest the way forward. (10 Marks)

  • In the body, mention India’s increase in rice export to 21 MMT, which is around 40 per cent of global market. As a result of this high export price of rice decreases in the market. As a result India has to export more rice for the same amount. Also, there is issue of subsidies artificially making the Indian rice artificially competitive. Also mention the issue of water export. In the suggestion mention need for optimum tax, checking the leakage from PDS etc.
  • Conclude by mentioning the need for shifting to the other crops from rice.

      Decent attempt.
      Introduction is good.
      In next part, points are fine especially 2nd and 3rd, in 2nd point full forms could be mentioned first time or you could simply mention ‘leakage from public distribution system’. Further, some points such as- reduced global prices owing to such large volumes of rice exports; creation of artificial competition(as India gives a host of subsidies-electricity, fertilizer etc) ; high volumes of water export as rice is a water intensive crop could be mentioned.
      Way forward is good, you can also talk of applying an optimal export tax in first point.
      A conclusion could be added.

      In intro, you could add some data to show rising exports- India’s increase in rice export to 21 MMT, which is around 40 per cent of global market.
      In intro, try to mention some data/fact/definition/current issue whenever possible.
      Concerns mentioned by you are good.. However, below MSP rates of export which indicates either buying below MSP or leakage from public distribution system could be added. You can also talk about decreasing price of rice in international market and creation of artificial competition(as India gives a host of subsidies-electricity, fertilizer etc).
      In way forward, you can mention applying an optimal export tax and diversifying exports in addition to what you have written.

      Intro is good.
      Concerns are fine but some points can be integrated.. For example, points 3 and 5, although there is an artificial competitive advantage in prices but it comes at the huge coat of subsidies as you have mentioned.
      Also, below MSP rates of export indicates either buying below MSP or leakage from public distribution system which could be mentioned in 2nd point. High exports can contribute to domestic food insecurity which could also be mentioned. Other points are fine.
      Way forward is decent enough, climate friendly methods to be adopted in production of rice could be added.
      Conclusion is fine.
