In intro, first explain the relationship between political executives and civil servants- executive is concerned with policy preferences while civil servants deal with implementation, technical aspects etc. Next, you can talk about neutrality.
Significance part is fine.. Point a and d seems similar, can be mentioned at one place, further in significance of neutrality you can mention- continuity in administration inspite of change in executive; helps in abiding to constitutional values; allows for autonomy in functioning, preference to meritocracy etc
Conclusion is decent.

In intro, mention the different roles they perform- executive is concerned with policy preferences while civil servants deal with implementation, technical aspects etc. Next you can mention about their changing and permanent nature respectively.
Points mentioned in significance are good. You could also talk about some of the moral and constitutional values that neutrality allows to abide by.
Next you could mention some obstacles to neutrality- pressure groups, political interference, human greed etc
Way forward is more of a conclusion, you could mention some steps taken to ensure neutrality before that-code of conduct, code of ethics etc
