You have mentioned the causes of indifference in people towards corruption, but first mention some of the instances of indifference – bribery( public silence in cases of bribery by officials implies tacit consent), tax evasion by large number of people, refusal to grant invoices for goods, payments excepted in cash, poor public participation in cases of favouritism and nepotism etc.
Next part is good, many points have been covered crisply. Way forward is fine too.
A conclusion can be written in the end, you can use some quote.

In 2nd point you can mention about favouritism and nepotism in recruitments and awarding of infrastructure projects and the public silence on the issue. Also, some issues like tax evasion by large number of people, refusal to grant invoices for goods, payments excepted in cash etc can be mentioned to show how corruption breeds in the society.
Next part is fine but can be made more coherent- you can organize your points on the basis of political reasons, social reasons, administrative reasons, economic reasons etc.
Way forward and conclusion are good.

Introduction is fine, example mentioned is good. But after that your answer is an explanation for causes of public indifference. That is fine, but that should be one part. Crisply mention the factors that you have mentioned such as lack of awareness, information, illiteracy etc. Also, mention some of the instances of indifference – bribery( public silence in cases of bribery by officials implies tacit consent), tax evasion by large number of people, refusal to grant invoices for goods, payments excepted in cash, poor public participation in cases of favouritism and nepotism etc.
In next part, mention some other reasons responsible for corruption too such as political, administrative, economic etc

Next you can mention the causes of corruption, you have written this part well. Points are well- segregated. After that, a brief way forward could be mentioned before concluding.
