Points in roles are fine, you can add a point on women empowerment via SHGs.. In financial aspect, you can add one point about inculcating the habit of savings and investment.. In social aspect, the broader goal of poverty alleviation can be mentioned too. Examples are good.
Points about government measures are also fine, you can add priority sector lending to SHGs under various sectors such as agriculture, MSME etc. SHG related component of DAY-NRLM can be mentioned too.
Way forward is fine, need of vocational and skill training can be added. Also, try to end with a conclusion, that completes the answer. Overall the structure of the answer is fine, content is okay too, some points are missing which can be incorporated as there is scope to write more as this is a 15 mark question.

In next part, you have focused more on social role.. That is fine, but you can also mention the role in alleviating poverty, inculcating a habit of savings and investment among the members, employment generation etc. Some examples like Kudumbashree, Jeevika etc can be mentioned.
In measures taken talk about the SHG-bank linkage program of NABARD and priority sector lending to SHGs under various sectors such as agriculture, MSME etc. too. DAY-NRLM is good.
Way forward and conclusion are fine, you can talk about the need of vocational training and skill development too.

Next part about rural India is not required, briefly you can mention in intro only. Directly move on to role of SHGs in rural development.
Points written in that part are okay, but they can be presented better- you can divide the points into various heads- financial empowerment, gender empowerment, social empowerment, political empowerment etc. Role in alleviating poverty, availability of credit, inculcating a habit of savings and investment, employment generation, acting as pressure groups etc can be mentioned in these heads along with those that you have mentioned, this part is exclusively asked, so a bit of elaboration is required.
Issues are fine, can use a flowchart for this.
Government programmes are fine too, however, some important aspects are missing such as SHG-bank linkage programme, DAY-NRLM, priority sector lending to SHGs under various sectors such as agriculture, MSME etc.
Conclusion is fine.

Role of SHGs part is also good, you can divide that section into various points like financial role, social role, political role etc for better coherence in the answer. Role in alleviating rural poverty and inculcating a habit of savings and investment among people can be added.
Measures mentioned are okay too. NABARD’s SHG-bank linkage programme should find a mention too.
