      Introduction is fine, you can add the importance of textile industry in industrial production, employment generation and foreign exchange earnings.
      Issues mentioned are also good, but mostly related to international issues, you can add domestic issues like shortage of long-staple cotton, obsolete machinery and power shortage.
      After that mention a brief section on prospects going forward- increase demand due to rising income levels of Indians, low cost and skilled manpower, loss of competitive edge of China increases space for Indian exports etc
      Government schemes mentioned are good, conclusion is also fine.
      Overall fine attempt, add future prospects part and it will be very good.

      I think you have uploaded the same page twice. Prospects part is good. Rising income levels of Indians leading to increase in demand can be mentioned too.

      In intro, no need to write about cotton crop conditions. Question is about textile industry, so you can mention its role in industrial production, employment generation and earning foreign exchange.
      Factors affecting is also not asked just mention two sections on problems of the industry and prospects going forward. After that you can mention some steps taken by the government and finally conclude.
      Some points mentioned in factors are good, which can be written in prospects for e.g. market due to increase in demand, adequate labour, government support etc. You can also mention that the loss of competitive edge of China increases space for Indian exports.
      In problems, points are good, further issue of shortage of long-staple cotton as raw material, obsolete machinery and competition from countries like Bangladesh, Vietnam etc can be mentioned.
      Way forward can be made more crisp, some points are generic and repetitive for e.g. political stability, infra etc
      Conclusion is fine, keep writing. 🙂
