      Introduction is fine, you have linked with current affairs. You can also talk about the need of continuity in policies especially financial ones like budget, which are increasingly getting influenced by political parties in power.
      Rest of the answer is fine, quite a number of points have been covered, a brief way forward can be suggested at the end.
