      Introduction is almost absent, you can write about coal and its contribution in power generation to begin with.
      Classification part is fine.
      Gondwana coal characteristics are good, you can organize it better by further dividing it into 3 parts- Raniganj formation ( Late Permian period- found in coalfields of Raniganj, Jharia, Singrauli and Godavari basin)
      Barakar formation ( Early Permian- found in Tajmahal,Son-Narmada valley basin, Koel-Damodar valley basin, Satpura basin)
      Karharbari formation ( Early Permian- Talcher).
      Similarly tertiary coal can also be divided in two parts- Oligocene sediments and Eocene sediments.
      You have written well, but further classification can fetch some extra marks.
      Diagram is good.
      In issues, you can mention lack of private sector participation due to populist policies of government, loss making DISCOMS, low profit incentive. Other points are fine.
      Differences based on property not required.
      Conclusion can be written(mention a way forward- regulatory reforms, coal beneficiation, financial support etc).

      Introduction is good.
      Classification with regards to Gondwana and tertiary coal is fine.
      You can mention locations according to further classification of above two types- Gondwana coal into 3 parts- Raniganj formation ( Late Permian period- found in coalfields of Raniganj, Jharia, Singrauli and Godavari basin)
      Barakar formation ( Early Permian- found in Tajmahal,Son-Narmada valley basin, Koel-Damodar valley basin, Satpura basin)
      Karharbari formation ( Early Permian- Talcher).
      Similarly tertiary coal can also be divided in two parts- Oligocene sediments and Eocene sediments.
      That will make the answer better organized.

      2nd part is well addressed, lack of private sector participation(low profit-populist policies of govt) can be added in issues itself.
