      Good attempt, your understanding is good.
      Intro is fine, however, conscience is more than just gut feeling, rather it is a ‘moral muscle’ can be mentioned. After that you can mention that in a democratic countries mostly conscience and rule-making/laws converge, but there are still some conflicts.
      Next part about conflicts is good, examples from Indian civil services are good, however can be made more diverse– whistleblowing vs violation of official secrets act, example of Edward Snowden where state clamped down on his liberty, example from history such as some German soldiers refusing to execute Jews in times of Nazi Germany- all can be mentioned.
      Role of conscience is also fine, at the end you can mention that however conscience does not guarantee right moral answers at all times. A person may fail to develop a correct conscience due to various reasons: ignorance, bad example from others, and enslavement to passions, arrogance etc. Need to develop a
      conscience based on reason.
      Conclusion is fine, keep practicing. 🙂

      Examples from history are good, some more present day examples can be written- examples from civil services, whistleblowing vs violation of official secrets act, example of Edward Snowden where state clamped down on his liberty etc
      Next two parts are fine, conclusion is good too.
