Decent attempt, structure of your answer is good.
Introduction and challenges part is fine. Use of diagram will be appreciated.
However, the policy measures you have mentioned should be a bit more specific.. That’s the main demand of the question.
You can talk about how to increase finances of municipal corporations, idea of municipal bonds, increasing property tax, monetising unused land assets etc
In climate change point, you can mention the need to build energy efficient infrastructure, non-motorized transport for short distances etc
Need to improve rural-urban linkage and development of semi-urban areas can also be mentioned.
Points about size and density of cities, employment opportunities, living standard etc are fine.
Conclusion is fine.

Reasons are not required, instead of social impact, you can mention a section on combined challenges currently the cities face such as slums, traffic disorder, sanitation issues, lack of employment opportunities, increasing crime etc
In next part about policy measures points are fine (environmental, tech,traffic etc); some important points are missing such as increasing finances of municipal corporations, idea of municipal bonds, increasing property tax, monetising unused land assets etc which can be mentioned.
You can also talk about rehabilitation of slums, affordable housing (jan arogya yojana is a bit out of place).
Need to improve rural-urban linkage and development of semi-urban areas can also be mentioned.
This is a 15 marker so you have the scope to write more points.

Introduction is fine although some data about futuristic urban growth would be nice (870 mn by 2050).
After that mention some of the current problems of our cities, then move on to policy suggestions.
In suggestions, you have mentioned some good points in an orderly manner.
However, some aspects are missing for example issue of slum rehabilitation, proper housing, improving finances of municipal corporations as there is a lack of both funds/functionaries, idea of municipal bonds, increasing property tax, monetising unused land assets, devolving of functions etc can be mentioned.

Suggestions mentioned are good, however, you can be a bit more specific.
For example in improving finances you can write about tapping capital markets, idea of municipal bonds, increasing property tax, monetising unused land assets, devolving of functions etc. Slums rehabilitation can be written about plus you can mention issue of traffic management, public transport for short distance travel etc
Govt initiatives part is okay, way forward is not required as all the suggestions itself are a way forward.
