      Introduction is fine. However there should be more content in a 10-mark answer.
      Need to work on the presentation. Try to write in A4 sheets, use pointwise format, give subheadings to cover various parts of answer.
      Mention of CSR is fine. After that, write few points on how CSR aids citizenry-private partnerships(collaboration with NGOs, democratic governance via NGOs, role in RTI etc)
      Also mention some drawbacks of state actors for example status quo in bureaucracy, fear of failure etc).
      Conclusion is fine.
      Keep practicing. Try to go through the article attached to develop content.
