      The question is not just about corruption and preventing it, but how discretion can lead to corruption.
      First mention, why is discretion essential-enabling faster decision-making, taking circumstances into account and at times also ensuring speedier justice delivery, flexibility and sometimes allowing for a more compassionate and ethical approach.
      Then give examples related to corruption due to discretion in the past(scams, malpractices on tender awarding etc)
      Then you can use points from your writeup to mention how corruption can be prevented.

      Next part about necessity of discretion is also well written. Also mention about discretion allowing quicker decision-making, flexibility and sometimes allowing for a more compassionate and ethical approach.
      In next part, you can mention some examples of major scams, malpractices in awarding tenders, conflict of interest situations etc

      In next part points are good, however mention about discretion enabling faster decision-making, taking circumstances into account and at times also ensuring speedier justice delivery.
      Use examples extensively to substantiate.
      In next part also mention, some example of big scams, malpractices in awarding tenders etc due to discretionary practices. Mention can also be made of impartiality creeping in constitutional offices like governor and speaker due to discretion.
      Way forward is fine, concept of social audit, code of conduct/ethics etc can also be mentioned.
      Conclusion is fine, can be a bit more balanced as discretion is sometimes essential for effective and efficient decision-making.
