      All your answers will get checked, don’t worry.
      Coming to the answer, introduction is fine..you have mentioned data..it will be good if you can mention the source too.
      Issues mentioned are good, you can enrich it through some value addition for example while writing about subsidy you can mention that for 2021-22, the Union Budget has estimated fertilizer subsidy at ₹79,530 crores.
      Also, you can talk about import dependence in issues as well as increasing international prices which might further inflate the subsidy bill.
      Distortion part is fine.
      Way forward is also nice, some points can be added for example shifting focus to bio fertilizers, reviving public sector fertilizer units to reduce imports, extending the NBS model to urea , improving fertilizer efficiency through need-based use rather than broadcasting fertilizer in the field etc. Use flowchart if you are short of space, try to include more points.
      Conclusion is fine.
      Keep writing.

      Intro can be better…fertilizer subsidy is not a new issue..doesn’t go with ‘lately’…rather mention disproportionate increasing use of urea due to policy bending towards higher subsidy on urea.
      Other issues mentioned are fine..enrich your answer by mentioning some data points- while writing about subsidy you can mention that for 2021-22, the Union Budget has estimated fertilizer subsidy at ₹79,530 crores. Also, you can talk about import dependence, inefficient fertilizer use
      (fertilizer use per hectare of cultivated area varied from 70 kg of NPK in Rajasthan to 250 kg in Telangana)
      Way forward is also fine, use flowcharts/diagrams to incorporate more points.
      Also, work a bit on better presentation (handwriting and all)
