      Nice crisp answer. Introduction is good, content is also fine..you can add some points like low citizen satisfaction; discourages innovation and new initiatives etc. Rest of the points are good, not much changes required in this answer.

      Nice try for first time. Introduction is fine. In issues you have mixed up way forward..point no 5 is basically a way forward which you have again mentioned.
      Also some points are missing such as red-tapism leads to rise in corruption; low citizen satisfaction- they have run from pillar to post for services; also leads to lack of innovation and new initiative. You have addressed the answer from system’s point of view..mention difficulties of citizen too.
      Way forward is fine.
      You can mention some examples in conclusion intended at reduction in red-tapism like online passport sewa kendra, online grievance redressal mechanisms, Delhim government’s door step service delivery, online banking and services for senior citizens etc
