      Introduction is fine, 2018 has been wrongly mentioned. After, that the answer has gone a bit off track. The question is not about problems faced by SCs and constitutional provisions available to them but specifically about NCSC- you need to mention the problems of NCSC and how can this institution be strengthened.
      In problems you can mention about increased incidence of atrocities and violence against SCs as one of the points. Other issues like lack of institutionalization in the procedures of appointment to the Commission, lack of penal powers, inaction on Annual Reports, lack of suo-moto cognizance etc should be written.
      Available provisions part is not required. In way forward again you have written generic points about SCs, try to incorporate suggestions on improving NCSC- strengthening legal and judicial protection,
      making process of appointment more autonomous, better engagement with civil society, reforms like power of criminal investigation, fixed time period for disposal of cases and discussion of reports etc
      Read the question 2-3 times to ensure you don’t go off-topic; keep writing. 🙂

      Introduction is fine, shortcomings part is also fine. Points are good, but try to use data/facts for value-addition. For example, in intro you can mention Art. 338 or 89th amendment, again when you write about atrocities on SC, you can mention some data to show it has increased by this much % in recent times.
      Some other points that you can mention in shortcomings of the commission- lack of penal powers, inaction on Annual Reports, lack of suo-moto cognizance etc
      Need part is also fine, changes required have become a bit generic..you can incorporate some points like making process of appointment more autonomous, better engagement with civil society, reforms like power of criminal investigation, fixed time period for disposal of cases and discussion of reports etc
      Conclusion is good.
