Q.2) Federalism in India has always had political relevance, but it has rarely been an axis of political mobilisation. What are the factors responsible for this? Suggest the way forward for the states to overcome these factors. (10 Marks)

In the intro, mention that the Indian Constitution provides for the federal structure of government.

In the body, discuss factors such as the trend of pitching federalism against nationalism, lack of principles in politics of federalism, growing economic and governance divergence in states. In the way forward, mention the creation of political moment for federalism based on identity, on the fiscal side, the richer state should find a way of sharing the burden with the poorer states.

Conclude by mentioning that there is a scope for the creation of a moment for a principled politics of federalism.

      Please mention reference ID. In introduction, mention that federalism is a part of basic structure, can’t be amended, you can mention SR Bommai judgement of SC.

      Some recent issues can be mentioned to give a current affairs context. Factors mentioned are fine- you can mention example of Kashmir and GNCTD amendment act in unilateral examples.

      Way forward is also good. You can add that sub-national identity based mobilization can be done to create a political moment. Conclusion is fine.

      Introduction is fine. You can mention that federalism is a part of basic structure as ruled in SR Bommai. Recent examples can be mentioned briefly no need to write elaborately. These things keep on changing with time.

      Challenges mentioned are good. In lack of federal principles, you can mention that inspite of coalition governments at centre, we did not see evolution of a full fledged federal polity. Also some points can be made concise.

      Write a seperate way forward. Question is exclusively asking for that. Mention that we can create a political moment based on sub national identity, coordination between states by creating a seperate body, rich states can share the fiscal burden with poor states etc

      Conclusion is fine.

      Very good answer. You have covered most of the demands of the question.

      You can use examples. In introduction some recent conflicts can be mentioned. In 1st point, you can mention about one nation one ration card, one nation one election etc. Opposing these seems as anti-development.

      Way forward and conclusion is fine. Not much change needed.

      In challenges, write in a bit detail how a negative rhetoric has been created by pitching federalism against nationalism and development. Argument about identity can actually be used in way forward. The author of this article has argued that even regional governments when in power as part of coalition in centre have failed to create a pitch for federalism based on sub-national identities. So that can be used to create a political moment for federalism now.
      Rest of the points are good.

      In way forward you can add that rich stated need to share fiscal burden with poor states, an association of states should exclusively be formed.
