Question 1)

Teesta River has become an important factor in India – Bangladesh relations. What are the hindrances in successful implementation of river water sharing agreement and what are its possible implications on India-Bangladesh relations? What could be the possible solutions?

Question 4)

You are a senior civil servant. One of your officer friend is hard working, completes her work on time but always demoralizes her subordinates by blaming them for one or the other thing. She keeps everyone on toes. Often she shouts in her office and want to just follow the blue book while working. She also insults junior officers if one fails to get the things done. Her only mantra to work is to “get the things done -whatever it takes.” Due to this bossy attitude your friend is not liked by the subordinates and because of her uneven relation with her team members; she fails to portray a good office culture. Most of the colleagues know about this case but no one wants to discuss it because of your proximity with that lady officer. However one day one close friend happens to be your colleague briefed about the problem subordinate officers are facing. Answer the following questions based on the above case. Bring merits and demerits related to each course of action and discuss the best option: (a) Directly talk to subordinate and assure about correcting the things in future. (b) Give responsibility to your friend who briefed you about this case. (c) Transfer the lady officer as this case may bring sorry figure for you also in future.   You have to give more inputs and dimensions in your answer.
  In the intro give the background due to which 10th schedule was inserted in the constitution.
  After mentioning the highlights, do mention the +ve changes it has brought to Indian polity like stability in the government; prevented selfish defection; unity in the party; etc.
  In the -ves of the law, there are many more points like Curtailment of legislator’s right to vote according to his conscience; Disincentivising lawmakers from serious thinking; law does not apply to pre-poll alliances; \falls short to impose additional penalties on defectors; law does not come with a sunset clause etc, that could have been discussed.
  No way forwards in the answer. Mention the reforms needed in the law.

  Just in intro mention the background of JCPOA breakdown and recent skirmishes like enrichment of Uranium and sanctions and arresting oil tankers etc. Do not veer away from the demand of the question too much.
  Very poor structuring.
  Half of the answer has discussed issues which were not relevant and only a portion was discussed for the actual content: Impact on Middle East and India.
  After intro, simply discuss these two dimensions and then conclude your answer with way forward for India.
  The points related to effects on India are weak. Better points are needed. Mention how it will effect India’s energy supply; its goal of rule based order in the region; SCO; INSTC etc.
  Never give a way forward and then contradict it in the next statement (1st way forward). You have to be solid with them.

  Avoid statement based intros. Try to use paragraph style with them. They should not be seen as broken or start-stop kind of thing because then there will be no demarcation on where it ends and where does the main answer starts.
  Please start using sub headings. It is must in answers. It shows what is being discussed in one sub set of the answer.
  In the positive you have just mentioned: “the law has been quite effective in controlling the evil of defection”
  That is not the right approach. You have to have some discussion on this issue for the balance of your answer. Never skip discussing both sides of the arguments.
  Rest of the answer is very good in terms of content, language, explanation and structure.
  You can use recommendations from Law commission, Goswami Committee, the Election Commission, Venkatachaliah Commission to Review the Constitution (2002) in your way forwards.

  Avoid factual blunders like 56th CAA. It is 52nd CAA and not 56th. These mistakes reflect poorly on your answer specially when it comes in the intro.
  Again its is 2/3rd and not 1/3rd. The issue of mass defection because of the 1/3rd rule was remedied through the 91st amendment which increased the bar from one third to two third. Thus at least two-thirds of the members of a party have to be in favour of a ‘merger’ for it to possess validity in the eyes of the law.
  Work on your conceptual understandings because these topics are frequent in new and UPSC asks questions from such topics.
  Avoid comments that the law is against the basic structure doctrine because supreme court has already adjudged the legality of the law on constitution lines.
