   2006 was declared “International Year of Deserts and Desertification”. is it declared by UNCCD or UN general assembly? I think any declaration for specific objectives for a particular year is done by UNGA, any county or organisation may suggest to declare a year for a particular objectives but the responsibility of declaration lies with the UNGA. As an example India has suggested to declare a year for “International year of Millet”. Correct me if i am wrong with my understanding.
