   Why in the last question, the opportunity cost is not with the government??? The government does not necessarily take the money just from the tax collection, it has interest incomes and profits from PSUs etc??

      Option C is more relevant. Interest incomes and profits from PSUs etc come under non-tax revenue which is far less than tax revenue (thumb rule).
