      Every State must buy/produce a part of their electricity requirement from Renewable energy source – Renewable Purchase Obligation (RPO)

      If not able to buy, they can buy RECs’ (an instrument)

      any state that can make surplus electricity from Renewable source can sell REC to the state that is in deficit.( can sell electricity if geographically possible, if not then RECs help)
