   I think statement (b) of 1Q needs to be rephrased
   Acc to 91st ammendment 2003 , if 2/3rd majority vote against the party whip, it would be taken as an exception to anti-defection law ( it would be called merger)
   therefore > 1/3rd majority is required to violate a whip
   PS – pls correct if I am mistaken.
